Not necessary. Normally there is a small grey square of material between the voltage regulator and ECU frame.

It could be an insulator and/or thermal compound.

The gray thermal material is only used on P75 and P72 US ECUs and all JDM ECUs. They use a different voltage regulater than the other ECUs.
