My cousin ran diagnostics on the s300 for my EJ 96 Civic and it came up with this error. The VTEC stopped working gradually, it use to cut out every now and again but it isn't working at all now.

My mechanic is unsure how to fix it and said he could take it to a high performance place but they charge a fair bit. What could cause a gradual decline in the VTEC pressure valve not functioning? What can I do before sending it off as a last resort?

You probably are loosing oil pressure. Check pressure and bearings

Have you followed the trouble shooting steps from the factory service manual for that error code?
