Differnt AFR's in different gears?

So I have been street tuning my B20vtec and have played with the AFR's quite a bit. I feel I have the part throttle and cruising map good. When WOT tuning I was in 3rd gear. I would get a solid 13.1:1 all the way until the rev limit. Little tweaks here and there, and its spot on. In paramaters I switched over to Closed Loop - Wideband Input (Lambda Target). I have noticed, when in 1st gear at WOT, my AFR's are around 13.5:1 and creep to 14:1 at fuel cut, then 2nd is 13.3-13:7 up until fuel cut, and once in 3rd, it 13.1:1ish through the rev range. Is this normal? is it because there is less load in 1st and 2nd gear? Any advise, or suggestions would be appreciated. Thank you!!
