Closed loop while engine is cold?

I was under the impression the ECU should run in open loop until the o2 sensor gets up to temperature and I have heard that happens roughly when ECT is about 150F. During WOT strim drops to 0% so I assume this should happen anytime the ECU runs in open loop correct? Why is it when I start my car in -13C (ECT also -13c) strim fluctuates from 1.5%-6.5% and also seems to target 14.7:1? Shouldn't strim be 0% while cold and in open loop? Sorry I am at work or I would have sent a datalog and cal.

Ok this time I hit datalog as soon as I started the car and it seems to enter closed loop after 41seconds, correct? ECT is 4C and ambient is -4C. Seems much lower then expected.
