 Post subject: connection question

I installed my ODBI P28 ecu with conversion harness yesterday and my Hondata s200. The car starts up and runs fine for the most part (runs very rich and no power but figured its because of not being tuned) however I can not get my laptop to connect to my interface box. While the ignition is turned on (car running or not running) the LED on the interface box blinks slowly, but stays lit in between blinks.

I tried connecting to the ECU through Hondalogger and RE4 but unsuccessful at both. I am using a D9 to USB cable.
