VTEC Spool test question

I'm working on tracking down a no VTEC issue on my H22 Prelude. The problem started after swapping out the under-dash harness on the car. With the engine running, in sManager if I click the box for VTEC solenoid output test, I am not getting power at the A4 pin. The VTEC pressure switch is disabled in the calibration, and not installed on the engine (JDM solenoid). I want to confirm that when using the solenoid output test, that I should see 12v at A4. Thanks!
