Hondata s300 not getting live data

So I got a brand new s300 and a p28 ecu. The ecu looked to be modified before but I bought it online from a reputable source and it claim to have been tested. I work at at Audi/VW tuning shop and I had my one coworker who does chip installs install the components into the board. Being that we are an Audi/vw shop we don’t have the experience with Hondas and this is my personal project. I will include pictures of the board and what was done to it. I’m thinking that the board is bad and im probably going to replace it but I don’t want to throw money away.
there was a non stock chip in ic4 which was replaced with the supplied chip
IC 3 has pins soldered
CN2 has 4 pin soldered
Supplied capacitors in c52 and c51
Jumper in J1
1.1k resistor in r54
J12 has been removed

Things we didn’t do,
the big capacitor looks to have already been replaced already so that was not changed

I noticed r135 looked to have been replaced or at least messed with and possibly small damage to the board there

It looks like there could be damage to some of the tracks on the ECU or damage to the through hole plating where the male pins are added for the s300. I would recommend that you try the s300 on a known working ECU first.
