Why is it failing? What type of test is done? Is it failing because of no obd2 communications? Around here you can't pass if there's no OBD2 because it is just a readiness check and no codes.

Most likely the IAC is stuck. Take the IAC apart and clean the vane and housing until it spins freely.

D14 limits voltage both high and low. You won't get the full reading of the wideband, may only read down to 12.5 and up to 16 depending on what your using. D10 allows full 0-5volt to be used. I was looking at the dead times for Grams 2200, my mistake

What fuel pressure are you running with the key on, or running with no vacuum hose attached to regulator? The dead times look very low for those injectors. I assume you have a wideband wired to D14? You should use the ELD input and remove R136 and R138. Can you post a log?

It's probably where the swap harness is getting power from. I have seen this so many times on swap harnesses. If you want to be sure run Ig1 and Ig2 ecu power as close to the ignition switch as you can eliminating as many connections as you can.

You need to remove them if you want the full 0-5v input. If you dont it will limit the high and low v. If your wideband is 10 A/F at 0 v and 20 at 5v it would limit it to only being able to read from 12.5-16 A/F. Using D14 will do the same thing. Using D10 gives you a full 0-5v.

You can run it in open loop. Parameters, closed loop, select open loop from drop down. Or you can run closed loop with the wideband. Remove resistors R136 and R138 and hook your analog out from the wideband to D10.

Try this. Make sure the voltage offset for the wideband is correct and use D10 input for the wideband and remove R136 and R138. Set the voltage offset so the wideband and software read close to the same.
