At WOT you would want it between 12.8 - 13.2 with it tapering off to 12.8 in the upper RPMs for added safety.
At part throttle between 14.5 - 15.0, those AFRs would be for columns 1-7.

VTEC seems to be engaging, you wouldn't have that much power if it wasn't. You definitely have a bottle neck somewhere. What size is your exhaust piping? Your setup may be asking for minimum 65mm. Correct me if wrong but I think the stock TB is 60mm, you may want to try a bigger one or bore the stoc...
