Try wiring the toggle switch in parallel with the clutch switch, putting it between the clutch switch and the interface box. This way with the switch open, the current must travel through the clutch switch, but with the toggle switch closed, you short the circuit and therefore take the clutch switch...

B&M is a 1:1 rate regulator. Set it close to stock fuel pressure and tune from there.

80 PSI @ WOT is scary. I would seriously look into ditching the FMU and getting a setup that utilizes the normal fuel pressure range. It may be simple, but recheck your wiring...sounds to me like the ECU and Hondata box are not communicating.

Anyone know anything about EFI engine management?

I'm considering buying an LS Civic that is already turbocharged and uses EFI engine management. I want to eventually convert to Hondata, but will be driving around with the current setup for at least a year. Anyone know anything about EFI?

Just reverse the process. For your ECU just move the jumper from RP18 to RP17.

Both Honda's I've owned have done the same thing with the fuel level gauge, so I don't think that's the problem. 31 psi is kind of low for you to be running 450cc injectors...I would try bumping pressure up to around 38 psi and see if that helps.
