S300 Not Working, ECL Dim

I''ve got a new S300 installed in a P28 ECU.
When I turn on the ignition SManager reads "online".
The engine check light is lit but half as dim as the rest of the dash lights.
The fuel pump does not prime.
The S300's LED's flash red then green constantly.
When I try to upload a calibration an error appears telling me to try again later.
Datalogging seems to work.
Anybody got any idea what could be wrong? :?
