TC maximum pressure ratio

Can I assume the X axis labels (0.526 - 1.0) on the TC maximum pressure ratio table are ratios of atmospheric pressure? Meaning 1.0 is sea level (~14.7psi) and 0.526 would be 7.73psi or 16,734 ft @ 15'c above sea level?

1 is at sea level and anything below 1 is at a higher altitude than sea level. This varies depending on the barometer due to weather.
