Have all 3 options been checked for the CPR in the calibration?

It could if one of the sensors is not picking up or sending the pulses correctly.

Are you sure Q37 is installed?

Yes, the resistor is there. I've looked 100% and it's ran before. Cars been sitting for awhile so just wondering if maybe the distributor is no good.

If I was to check voltage while cranking...what should I be reading at each pin out?

You cant check voltage as it is a pulse. You would need an oscilloscope to properly measure it.
