3 step upgrade question?

i wanted to upgrade my hondata to get the 3 step. my serial number is 0729. could i call a dealer and get the code from him or do i need to ship my interface box to hondata? reason i asked this is because one dealer told me they could give me the code the other told me i had to ship it to hondata. i upgraded my datalogger using my laptop and figured i could do the same with the 3 step.
