Nitrous Output Not Activating Under Load

I have a Radical SR5 with air shifters that I'm currently working on and I'm trying to get the outputs to work properly. So Nitrous 1 is being used for downshift and Nitrous 2 is upshift. Everything works fine when stationary, idle, car off, ect. When I'm moving and have my foot on the gas pedal the outputs won't activate. As soon as I lift the outputs work regardless of rpm, load, ect. I have the output parameters set to full range so they should always work under all conditions. Check out my calibration and see if I'm missing something here. Also, the only way to get it to work at all is to put the minimum TPS value to a negative number. If I set TPS 0-100 it doesn't work at all.

Post a datalog showing the issue.

So I looked closer at the log and I see it is activating the output but the car wont shift unless I lift. I'm guessing I need to enable a shift cut to allow the dog rings to engage.
